Qatar migrant workers, many of them from poor countries, are still being exploited under the kafala subsidy program, Amnesty said in its 48-page report entitled Reality Check 2021. He accused the authorities of being indifferent in enforcing laws to end a system that bound workers to their employers.  The nation assured FIFA last year that the Kafala program would be phased out due to approval to host the tournament, which starts on November 21.

In addition to allowing employees to change jobs or leave the country without the consent of their employer, these changes included the clause regulating working hours, minimum wages, and a court order to deal with harassment of employees. Amnesty's global news program director Mark Dummett states: They have little hope of finding a solution, compensation, or justice. In addition, Amnesty also reported cases of sexual assault, rape, serious injury, cruelty, unsanitary conditions, and mass deaths not only in Qatar but also in other Gulf countries. The report comes three months after another tragic report published by Amnesty in August, which said there were thousands of unexplained deaths of migrant workers in Qatar over the years and criticized the nation for failing to investigate the deaths.

The Qatari government has issued a lengthy statement, saying it rejected Amnesty's report, stressing that the transformation of workers had been successful in ending exploitation and citing steps that had been successful in ending the 'Kafala' program. Qatar rejects Amnesty's claim that the labor revolution has not changed into a revolution for hundreds of thousands of immigrant workers, the statement said.

Amnesty failed to write a single story among the 242,870 employees who successfully changed jobs since the barriers were removed in September 2020, or to the more than 400,000 employees who directly benefited from the new minimum wage for wage increases and other financial compensation.
